Mark Woulf

Assistant City Manager

Mark has been with the city since 2018, serving first as a senior manager in Community Vitality before becoming lead of the budget team in 2021. In this key strategic role, Mark developed and oversaw the implementation of a strategic and more coordinated budget process that seeks to align funding with key priorities and demonstrated outcomes. Under his leadership, the city has made significant strides in budgeting for resilience during uncertain and constrained times. 

Mark has also distinguished himself as a trusted advisor across the organization in understanding both gaps and opportunities, identifying and distilling policy options, and collaborating with colleagues and external partners to address challenges. 

Prior to coming to Boulder, Mark served as assistant city manager with the City of Englewood, as well as director of Food and Alcohol Policy for the Mayor’s Office in Madison, Wisconsin. He has a master’s degree in public administration from the University of Colorado-Denver and a bachelor’s degree in political science and sociology from the University of Wisconsin-Madison.
