About Tara

City Council Member

Tara is passionate about the outdoors and can be found riding her electric bike through Boulder’s bike paths and hiking with her family and friends on Boulder’s trails.

Tara and her husband of 35 years have 3 daughters, all of whom live in Boulder County with their spouses and children.

Tara has a B.S. in Economics from the University of Wisconsin - Madison. She has been a small business owner for over 30 years, working to solve complex problems in manufacturing and product distribution. In her job, Tara develops custom merchandising solutions for clients predominantly in the healthcare, insurance, tech and construction industries, working with manufacturers to source and produce custom goods.

In 2016, Tara took on her first role with the City of Boulder on the Chautauqua Access Management Plan working group. There she helped solve parking and congestion issues with the introduction of Boulder’s free Park-to-Park Shuttle, which is still in operation today. Tara was then appointed to the 2017 Community Culture and Safety tax working group, helping secure funding for facilities such as the Scott Carpenter Pool, North Boulder Library and the Relocation of Fire Station 3.

Tara was appointed to the City of Boulder’s Parks and Recreation Advisory Board in 2020, coordinating policy on the development and use of parks and recreation centers in Boulder. She currently serves on the Downtown Boulder Community Initiatives Board which advises and collaborates on programs and policies that support downtown Boulder. She is a founding board member of the Boulder - Ramat HaNegev Sister City.

Tara passionately supports a Boulder that is welcoming, inclusive, safe, and accessible for all, a Boulder that fosters creativity and mutual respect, moving us towards balanced solutions for a stronger community.

As part of the city’s commitment to advancing racial equity, council member Winer has attended the Advancing Racial Equity: Role of Government Training. As a newly elected council member, she will be given the opportunity to participate in the Bias and Microaggressions Workshop in 2022.
